Because America is the cultural hegemon, and other countries are heavily influenced by the American ideas and concepts. That includes the idea of what counts as indigenous For Americans, "indigenous" = culturally distinct minority living by (sort of) close to nature lifestyle

The EU recognises the Sami people as the only indigenous people of Europe. The Sami are believed to have entered Scandinavia from Russia about 2,000 years ago. The Bell Beaker people that settled Ireland and have remained largely unchanged since, arrived about 3,000 years ago. Sardinians have been largely unchanged since the settlement of their island by Early European Farmers, about 6,000 years ago. Why are the Sami indigenous but not the Irish or Sardinians?
So, the Finno-Ugrics may be relative newcomers in Europe compared to the Indo-Europeans. That, however, does not matter at all, for the tribal people living in fur tents & engaged in reindeer herding fits exactly into the American idea of indigeneity
To put it another way, from the American perspective, reindeer herders of the Arctic look (sort of) like Amerindians - in terms of lifestyle - and, therefore, check all the boxes in terms of indigeneity
