If we had infinite engineering resources, we would do ePBS, shorter block times, FOCIL, block-level access lists in a single hardfork. why? if you don't do FOCIL this time, it will be kicked really far down the road since well not many truly care about censorship resistance (people are not normally censored) but people do care about faster block times since it is something they experience every time they transact.
